building on permafrost - a couple of questions

In regards to building a new house here, I have two questions:

1) When building on permafrost, is there any way you can build a basement? Not a daylight basement, but a look-out basement that's partially below grade like some houses have in other regions such as the Midwest? Is removing permafrost, and replacing it with regular soil, an option, if the permafrost will make a basement foundation an issue?

2) How do you build a garage in a permafrost zone? Many houses here, and in the far north of Alaska, like Barrow, tend to not have a garage. Is building a garage in a permafrost conceivable? Or where else do you put your car?
