Which major city in Latin America would have you thinking you're in Europe based on how its inhabitants look?

If there is any city in Latin America where the inhabitants would have you thinking you're in Europe based on phenotypes, which one is it?

I believe Buenos Aires or Havana. These two cities have a lot of residents who would easily blend in any Northern European city.
