Mexico City Olympics in 1972 and not 1968

If the Olympics in Mexico City had taken place in 1972 and not 1968, would there have been student protests in 1968 like there were in real life that year, and would these protests have been as violent (e.g. the Tlatelolco massacre)? And how would President Etcheverria have responded to the Olympics vs. President Diaz Ordaz?

FYI, I am having in mind Melbourne hosting the 1968 Games, assuming that Buenos Aires gets the 1956 Games (in real life, Buenos Aires lost to Melbourne in the bids for the 1956 Games by just one vote).
