Aer lingus baggage

Hi perhaps someone can help.

My mum is flying aer lingus birmingham to Shannon.

On their website it says "regional flights operated by stobart" can only take one piece. Would Republic of Ireland classed as regional?

But then when you watch their video it says you can bring on an additional small bag but it doesn't mention anything about not being available on regional flights so which is correct their site or the video?

Any pointers?
