April in Rome italy

My family is planning on visiting Rome Italy this coming April. Since children will be involved , we are planning on going the 3rd week in April since it is the school holiday week. I have heard that in the 3rd week in April, all the historical venues and monuments are open to the public and free that week. Consequently Rome gets very crowded. I have also heard that private tour companies will not conduct tours to these historical venues during that week because it is free and open to the public. Is all of this correct and true? I ask this because It will be the first time these children visit Rome and we were planning on taking tours to places like the Colosseum and Vatican that were geared for kids.
