Are American cities more chaotic than European cities?

I'm from the NYC area. Whenever I go to Fifth Avenue, Times Square, or the subway I often see people conveying their talents whether it is breakdancing, beatboxing, or playing the drums. I haven't seen this in London, Paris, or Amsterdam. However I have only been in these cities altogether for about a week so I can't form a proper opinion. I have not seen anyone on the London underground or Paris metro breakdancing, freestyling, or even selling candies for a "good cause." Does it happen though?
