Limit to carry on external power banks

Hi all,

when boarding in a domestic flight in Asia, an external power bank of mine was confiscated by the local authorities (though mailed to me later having paid 7 euros for the mail) because it was too large to be carried on board. They brought me a laminated copy of the law.

As regards LONDON HEATHROW in particular, is there a limit to the size of the external power charge/power bank that passengers are allowed to carry on board? I am asking both in terms of flying out and flying in. (Yes, I did check the website and didn't find anything
