Is there such a program in MD for seniors?

Main question: Does anyone know if there's a program in MD that pays private citizens to host seniors in their homes instead of in expensive nursing homes or assisted living facilities?

Alternative question: Is there a program in MD that would help with expenses of an assisted living facility?

Situation: A 73-year-old female with only income of Social Security ($1200/month); able to care for self (walk, eat, dress, bathe, use bathroom, etc) but vision too poor to drive and no home of her own. Currently living in basement of daughter, needs much better situation.

Such a program could be part of medicare or medicaid or some other program, just not sure which might provide some help to such people.
