Restoring a ruin

Hi, I have seen many properties for sale with land, described as 'with ruin to restore' is it possible to just simply repair the building to live in or do you require planning permission to actually live there full time? Also there are several classifications of buildings that I seem to be confused by, 'Urban' 'Rural' 'Quintas' 'Rustic' 'Agricultural' which of these can you live in full time and what do the classifications mean. It would be great if you could tell me your experiences. Many thanks Louise
